David Clancy serves as sole member of the ROCKRCOIN Electoral College
Maintains full decision-making authority and veto power
Responsible for all strategic and operational decisions
Authority to appoint Deputy Founders
1.2 Early Deputy Appointments
Founder to appoint 3-5 Deputy Founders within first 6 months to 4th April 2025
Deputies only assume founder authority if founder is incapacitated
Deputy authority is temporary until full decentralization is achieved
Deputies must meet following criteria:
Demonstrated expertise in blockchain, finance, live experiences or consortium development
Strong understanding of ROCKRCOIN vision and principles
No conflicts of interest
Commitment to eventual full decentralization

2.1 Stage 1: Foundation Phase (Months 0-6)

3.3 Stage 6: Limited Founder Oversight

Electoral College assumes primary governance
Founder veto limited to fundamental changes only

4. Critical Mass and Full Decentralization
4.1 Critical Mass Definition
System must achieve ALL of the following:
50,000+ successful ROCKRs completed
Active operations in 20+ countries
ROCKRCOIN/XDR ratio consistently within 5% of target
All Electoral College categories meet minimum membership thresholds
Stable technical infrastructure with no major incidents for 6 months
Demonstrated resilience to market volatility and external shocks
4.2 Full Decentralization Process
Once critical mass is achieved:
90-day notice period announced
Final governance audit conducted
Transition plan published for community review
Founder and Deputy rights formally transferred to DAO
Implementation of full Electoral College governance

All changes in governance structure will be announced:
Internally to Electoral College members with 30 days notice
Publicly to the community with 14 days notice
Immediately in case of emergency protocols
This framework ensures that governance evolution aligns with technical development and community growth, creating a stable foundation for eventual full decentralization.
